The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Eight Inner Gates Canon/Custom: Canon Rank: A Element: n/a Type: Taijutsu Range: self Description: The Eight Gates are eight specific points on a person's Chakra Pathway System. They limit the overall flow of chakra within a person's body. The basis for the idea of the chakra gates comes from the body's limits on the functions within it. This makes the body much weaker, but it keeps the body from expiring too soon. By opening these gates, the user can surpass their own physical limits at the cost of extreme damage to their own bodies.The state of having all Eight Gates open is known as Eight Gates Released Formation (八門遁甲の陣, Hachimon Tonkō no Jin; English TV "Eight Inner Gates Formation"). Any shinobi who activates this state will temporarily gain powers greater than a Kage, but they will die because of the damage done to their body. While the gates are active the use of taijutsu moves does not deplete the users chakra pool but they are limited to the use of up to two B rank or lower taijutsu per round or one A rank or above.
The Gate of Opening (開門, Kaimon), located in the brain. This gate removes the restraints of the brain on the muscles allowing twice the normal strength of the body of the user. Unlocking this gate allows the user to use the Front Lotus.
The Gate of Healing (休門, Kyūmon; English TV "The Gate of Rest"), located in the brain. Forcibly increases one's physical strength and temporarily re-energizes the body. Opening this gate allows the user to restore half of the overall chakra pool after it has been open for a round.

In order to activate this jutsu it costs the normal amount for an A rank jutsu (40cp), to keep the gate you are using open you must pay 10cp per round however if you wish to open the next gate in line it will cost an additional 10cp (so on rounds where new gate is opened overall cost is 20cp). If the user falls to the point where they have no chakra left when the gates are disabled then they are subject to having their body seriously injured, how badly follows as such:

The users head is engulfed in black flames, giving off no light whatsoever. In the users perspective, they seem unchanged, they can see normally and everything, and when they touch their head, it is as if nothing changed. But to everyone else, this attack is deadly. During the first post, if Etai so much as lightly hits you with his head, anywhere, you will feel burns even greater than the third degree, and wherever he hit you will be paralyzed for about 1 post. You will probably be blinded by pain and wherever he hit you will catch on fire. The second post is when it's not as dangerous. If Etai hits you, you will recieve low third degree burns, still easily burning through cloth, and you will recieve second degree electrical burns. On the third and final post with this, if hit you will feel second degree fire burns, and first degree electrical burns. During the first post, if he hits you head on, it will easily kill you. If on the second post, there is a 50-50 chance (The Other replied within 60 minutes a good enough post) and on the third post, there is no chance of dying. The fire on the users head is in the shape of an eagles head, and whenever Etai is ready to attack, he has to shout out "FALCON, HEAD!!!!" For it to be used with epic proportions. Anything you hit explodes, and serves the damage earlier stated. Can be used twice per topic, with a 15 post cooldown. Lasts three posts
Name: Basilisks Eye Canon/Custom: Custom Rank: B Element: None Type: Genjutsu Range: Eye Contact Description: 1 post of charging chakra. when making eye contact with anyone, Etai can make them fall unconscious for 3 posts. But before that, the victim first falls into 3 different stages of unconsioucness.
1.) Light Drowsiness; This is your normal every day tired. You feel a bit light headed, your eyelids are feeling heavy, and you begin to lose your balance slightly. Your reaction timing is off by a little, but nothing noticable. It lasts for about 2 posts.
2.) Heavy Drowsiness; This is a bit heavier than the previous stage. Your eyelids seem a lot heavier, and your vision is blurred slightly. You feel more light-headed than before, and your balance is slowly getting worse. At this point, it's as if you haven't slept in a few days. Your reaction timing is getting worse, and is reduced even more.
3.) Drunken State; Ok, at this point, you're like a drunkie who hasn't slept in a few days.
There is a 5 post cooldown between everyone that he makes eye contact with. It can be used a max of 5 times in a topic. Can be broken with Genjutsu Kai and an extreme amount of pain.
Name: Tiger Blood Canon/Custom: Custom Rank: C Element: None Type: Ninjutsu Range: User Description: Handseals. The user grows a random Tiger arm out of anywhere in their body. It's different every time. The tiger arm is really muscular, and can lift about 100 lbs without the aid of any other muscles. the dimensions of a regular arm, but about 3 times as thick, due to it's muscle mass. And yes, it is a single tiger arm, with a furry hand. It has claws, with a sharpness like any other claws. Etai would need to sharpen them or whatever after every use of it. It's about as long as any other arm, 3/4 of a meter, I think it is. How powerful it is? It's about as powerful as a muscular arm >>" If punching directly forward, it can break a brick. And if severed, it's like if any other arm would be severed. It's a part of him. It lasts for about 5 posts, with a 6 post cooldown.

Basilisks Eye - This is not a genjutsu as you are trying to describe it. It's more or less a technique that physically tires out the enemy. Genjutsu is an illusion based style, and you don't mention that this is all in the head of the enemy. Denied as Genjutsu.
Tiger Blood - You have nothing pertaining to a tiger whatsoever. Whether it be a clan, pet or summons. You cant just randomly have a Tiger Arm. Turning into a large eagle is fine due to the clan, but this is not. Denied.
Falcon Headbutt - This is considered ninjutsu/Taijutsu. Black flames is a no, bc lightning and fire make Blaze (Advanced Element) and you do not have blaze.

Basilisks Eyes - It's basically a ninjutsu that guarantees unconsciousness. Which is a no no.
Falcon Headbutt - Blaze is equivalent to Amaterasu. That's why that is a no. Think, if you activate fire on your head, let alone at S Rank, your going to kill yourself in the process. What you can do, is probably use chakra and fire to heat the forehead crest (no open flames, or your head would catch fire.) and if you headbutt someone with the high temperature crest, it severely burns the area of contact, depending on rank/ temperature.

Basilisks Eye- Ok, so, if I were to add into the description that There would be a dice roll performed by an Admin, 1 through 10, and if it landed on an even number, unconsciousness would strike, but if an odd number, those four stages would happen, just no unconsciousness?
Name: Molecular Seperation Canon/Custom: Custom Rank: S Element: Supplementary Type: Ninjutsu Range: Self Description: Passive. This jutsu goes all the way down to the molecular level, whereas your molecules will separate at the area of impact, and the user will not feel anything, as if they never got hit in the first place. There would be no scarring, or pain or anything. But if anything with a pulse were to try to hit the user with this jutsu activated, the user would be as if they never used this jutsu. The only thing that passes through the user is anything inanimate. Jutsus, weapons, rain, anything. The user can use this jutsu with a max of three posts, with a 6 post cooldown. If the user wants to use it longer, it is required to take out 20 chakra and add a post to the cooldown for every extra post.
This is a huge denied Normy boy, first off, S Rank cannot be passive. B Rank is the highest passive technique. Second of all, I believe phasing through things is banned. Im sorry

By wrapping his body in a layer of lightning chakra, the user can electrically stimulate his nervous system and speed up his neural synapses to react faster to danger and push his physical prowess to the absolute limit, allowing him to gain tremendous raw speed and monstrous power. While using this technique, the user's reflexes are comparable to that of Konoha's Yellow Flash, making it difficult, even for the Sharingan to keep up with him. By combining this armour with a high speed movement technique such as Body Flicker Technique, the user can even dodge Amaterasu at a split second, as shown in the anime as well against Jūgo's Cursed Seal Chakra Blast at point blank range. The armour also increases the user's defense, drastically reducing damage from incoming techniques (Tech Rank - 2 Ranks: S > B etc.). It negates damage from incoming Raiton attacks as even a direct Chidori from Sasuke was barely able to pierce the Raikage's chest. In addition, the armour also increases the user his strength by 3x.
