The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Weapon freezing Canon/Custom: Custom Rank: D Element: Ice Type: Supplementary Range: Any object in the users hand Description: Requires a charge equal to hand seals. The user has to be holding of any object in his hands when activating the technique. The jutsu will make that object 3 times harder and 3 times heavier than the original object. However if that object will get even a single scratch then that object will scatter into hundreds pieces of ice. The effect will stop when the topic ends or the object touches anything which is hotter than 40 degrees of Celsius.
Name:Chakra skates Canon/Custom: Custom Rank: D Element: Ice Type: Supplementary Ninjutsu Range: Self Description: Requires handseals. After making the right handseals the technique will create one pair of blue skates which will attach onto the users legs. The skates will create ice onto any surface inside of 1 meter from the user. When moving the created ice which is further than 1 meter will remain there as normal ice and start melting if its warm enough, instead the ice which is closer than 1 meter will not begin to melt even if the technique is used in the desert. Lasts 9 posts, 3 posts cool down.

Can I make then a technique like this, because I don't have a clan so I can't have a clan ability?
Name: Ice release Canon/Custom: custom Rank: B Element: Water and wind Type: Supplementary Ninjutsu Range: Self Description: Requires a charge equal to hand seals. This technique mixes the users water chakra with the wind chakra creating ice chakra which the user can use. This allows the user to use ice element techniques, however while the user is using this jutsu he won't be able to use any other element than ice. Lasts 20 posts and can be used only once in a topic.

Afraid I cant allow that, advanced elements are something normally reserved for clans unless obtained through special means. If you want to try for the Ice Release then please speak with Shy, I wouldnt get your hopes up however.
