Actually, the element that trumps this will need a single jutsu to break it. Meaning Lightning would tear through it with a single D, unless you want to bump the rank up to B, then it would be a single C Rank lightning jutsu but 2 D Rank lightning jutsu. Im also sure that swords can cut through this with ease.

I would rather not go up to B Rank on this jutsu, I have a final free D Rank to use up, so this would be nice. Looking up the canon jutsu here though, it is a B Rank. I can boost it to B Rank, add it to the canon shop, then take a normal D Rank from the Canon shop instead.

If the river is three meters wide, how far does it flow? This will also be the range of the jutsu. How fast does it flow, and how would one combat versus this jutsu?

From the link I found on the Naruto Wiki, it appears just below the target at about 3 feet in diameter, not actually flowing like a river, but more like a sink hole.

Ok, edit that in and then explain what it takes to easily break free from it. I would say 20 chakra to the legs would allow one to explode from it freely, hardening the mud just enough to give them standing pressure to erupt from its depths. Sound fair?
