The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Sharingan Genjutsu Cast Canon/Custom: (?) Rank: A Element: N/A Type: Genjutsu (Passive) Range: Any Description: So long as their Sharingan is active, the user may activate any genjutsu without any handseals through simple eye contact. There is a limit though. They may only place one genjutsu on an enemy at a time, meaning they cannot make genjutsu layer so when one is over another one is placed. Also, their genjutsu will only affect the one person who's eyes come to contact with theirs. This can only use genjutsu B-Rank and lower.

Name: Genjutsu: Kahen Dizorubu (Illusion: Flower Petal Dissolve) Canon/Custom: Custom Rank: C Element: N/A Type: Genjutsu Range: One Enemy Description: Handseals. The enemy will believe they and their surroundings are dissolving into flower petals. Can be broken with kai, pain, etc. Lasts 2 opponent posts, and has a 3 post cooldown.

Name: Genjutsu: Utakata (Illusion: Ephemeral) Canon/Custom: Canon Rank: B Element: N/A Type: Genjutsu Range: One Enemy Description: No handseals required. An illusion were the user simply points at the target and if the target even glances at the pointing hand they fall into a genjutsu where the user first dissipates into birds (usually ravens; about 15) and then the birds turn to kunai (or shuriken if the user wants) that attack them. Can be done through eye contact as well. 6 post cooldown. Can be broken by kai, pain, etc.

Name: Flower Petal Escape Canon/Custom: Canon Rank: C Element: N/A Type: Genjutsu Range: One Enemy Description: Handseals. An illusion similar to Flower Petal Dissolve. The opponent believes the user has instantly dissipated into flower petals, which then consume the opponent's body in a distracting manner. Can be broken by kai.

Name: Magen: Narakumi no Jutsu (Demonic Illusion: Hell Viewing Technique) Canon/Custom: Canon Rank: D Element: N/A Type: Genjutsu Range: One Enemy Description: Handseals. This illusion best works in surprise attacks. The target will first see something swirling around them common to the area, leaves, loose snow, sand. On their next post, they will begin to see and hear something that they would never want to see, the death of a loved one, old people making love, it ranges. It shows them their worst fears. Can be broken by kai, pain, etc. Pain in the genjutsu does not break it (given their worst fear is something like fire)

Name: Magen: Moeru Karada Kami (Demonic Illusion: Burning Paper Body) Canon/Custom: Canon Rank: B Element: N/A (Fire?) Type: Genjutsu Range: One Enemy Description: This genjutsu requires use of the Sharingan Genjutsu Cast Technique, no matter what. After eye contact is established, the target will believe they are made of paper, and begin to burn, slowly from toe to head, while they feel pain from the genjutsu that will not end until they are completely burnt up. Can be broken by kai, however the target will have major major issues making handseals, due to them being made of paper and having to origami fold their hands to make the handseals, so outside help is required. Pain will break it, however the genjutsu itself will not break itself.

Name: Katon: Goukakyuu no Jutsu ( Great Fireball Technique ) Canon/Custom: Canon Rank: C Element: Fire Type: Ninjutsu Range: Mid Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a massive orb of roaring flame. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. The fireball is normally blown through a ring made by the thumb and index finger of the user.

Lightning Ball:
Name: Raiton: Raikyuu ( Lightning Ball ) Canon/Custom: Canon Rank: C Element: Lightning Type: Ninjutsu Range: Long Description: Requires Handseals. The user will create a large, several feet in diameter, ball of lightning in their hands. This ball can then be launched at a target and will travel at average speed, as fast as an average running person. When it comes in contact with something, it will burst, damaging and shocking anyone it touches and also slightly shocking anyone within three feet of its edge at the moment of impact. Direct hit may cause the opponent hefty burning damage as if hit by a lightning bolt. Outer damage from being close, can cause a very uncomfortable sensation as well as light numbness.

Name: Kasumi Enbu no Jutsu ( Mist Waltz Technique ) Canon/Custom: Canon Rank: B Element: N/A Type: Ninjutsu (Supplementary) Range: Long (Area Consuming 250 square Meters) Description: Requires handseals. The user will exhale a large mist cloud. This mist is transparent and only slightly hinders the vision of those caught inside, but that is not its purpose at all. This mist is actually highly flammable, a perfect trap for fire ninjutsu users. This is not water in any way, but a mist made up of some kind of oil which is made from pure chakra. The resulting explosion of contact with a fire of any amount will probably cause B-Rank damage, enough to cause severe burns. Wind jutsu will actually expand the range of this jutsu by 25 meters every rank (Despite the effect saying its a vaccum. (Maxed out at 150 meter boost by an S-Rank Wind Jutsu)

Sharingan Genjutsu Cast: Sharingan Genjutsu Cast would be at least A-rank, because it can cast B-rank genjutsu without handseals.
Flower Petal Dissolve: Can Flower Petal Dissolve be undone with Kai, pain, etc.?
Ephemeral: I believe Ephemeral also happened in the manga and anime. And, if I remember right, Itachi only had to point because he focused the genjutsu into his Akatsuki ring, which he then pointed at the opponent. Without the ring, this would be cast via eye contact. How many birds/kunai can be created, can this genjutsu be broken out of using Kai, pain, etc.?

Hell Viewing Technique: Can this be undone with Kai, pain, etc.?
Tree Binding Death: I will auto-deny this. This leaves the opponent completely open to attack, without any way to defend themselves. Same with Tree Binding Death Explosion.
Burning Paper Body: Do you mean that the genjutsu will not be affected by Kai, normal pain, etc.?
Great Fireball Technique: What is the maximum size of the fireball? What is the maximum distance it can travel? Maximum amount of damage? What is its maximum speed?
Lightning Ball: What is the exact maximum size? What is the maximum distance, damage, speed?
Mist Waltz: I'm going to say that this is Suiton, because it deals with a liquid that has some of the same properties as water. How large can the mist cloud be, exactly? Can it be blown away by wind ninjutsu?
Sharingan Genjutsu Cast: 9500 ryo, unless someone who is higher ranked in staff says otherwise.
Flower Petal Dissolve: 2500 ryo.
Ephemeral: Unless you make equipment that lets you focus genjutsu into your finger, I'm gonna say no to the whole "pointing" thing. You also didn't mention how many birds/shuriken it can make.

Burning Paper Body: Why would the target have trouble making handseals?
Unfortunately, Kazu Uchiha beat you to Goukyaku no Jutsu, so you will have to make your jutsu exactly like his.

Mist Waltz: You did not add what effects wind jutsu might have on it, and I need an exact size before I can price.

Oh, and Burning Paper Body would cause it to be difficult to make handseals, because the opponent, 1: Believes they are on fire, so good luck concentrating on making handseals, and 2: Would have to actually awkwardly fold their body to do a handseal.
