The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

The user must stop the flow of chakra in their body, and then apply an even stronger power to disrupt the flow of the caster's chakra. This can also be done by an unaffected ninja by applying a sudden surge of chakra into the affected person. 2 Post Cooldown
When the user breaks out of a genjutsu, the amount of chakra used will match the rank of which the genjutsu is. The chakra cost for breaking out of a genjutsu looks like this....
E Rank Genjutsu - 5 Chakra D Rank Genjutsu - 10 Chakra C Rank Genjutsu - 20 Chakra B Rank Genjutsu - 30 Chakra A Rank Genjutsu - 40 Chakra S Rank Genjutsu - 50 Chakra
E-rank Kai: Free for genjutsu specialists, 1000 for Jounin and Kage and genjutsu detectors. Can defeat genjutsu of E-rank that have not been found out through OOC knowledge. D-rank Kai: 2000 for gen specs, 4000 for Jounin/Kage/gen-det. Can defeat genjutsu of D-rank that have not been found out through OOC knowledge. SO! This makes no sense to me at all, and I would like to acquire this technique so that I can protect myself. From my understanding you can only get it if you're a genjutsu specialist or of the jounin or Kage rank? Also, never seen anything on this site about being a genjutsu-detector? What is this or is this something that has been removed? I figure all shinobi were able to detect genjutsu if they are able to use chakra, depending on their level of chakra control and chakra awareness.
Need clarification on how this works so I can acquire it.

Genjutsu Kai is a Ninjutsu Specialization- anyone can learn Genjutsu Kai if their Ninjutsu is high enough to buy/train the rank of Kai the want. The way Kai works, if someone casts a C Rank Genjutsu on you(& you realize you are trapped in a Genjutsu), if you have B Rank Genjutsu Kai, you can dispel it. But if someone traps you in an A Rank Genjutsu Kai, you won't be able to dispel it. Each rank of Genjutsu Kai is an individual jutsu. Indeed it has several ranks of the technique, but it isn't a jutsu made in a progressive way.
As for Genjutsu detector, right now we don't really have a system or explanation for this- but I do know of some Genjutsu specialists who make a jutsu specifically for detecting Genjutsu- in the manner like in the anime, where the Sand village put Konoha to sleep- those with Genjutsu Kai realized they were trapped in a Genjutsu and were able to prevent themselves from falling asleep.

Alright, I believe you answered my question. I have to buy and train each rank of genjutsu kai as a separate jutsu, but I can learn it since I have ninjutsu specialty.
