The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: This technique requires a one post charge of chakra in the throat in order to be activated; Ikimuno Benkuo is an academy level technique which allows human shinobi to communicate with non-human animals as easily as if they were both speaking the same language. This does not allow the user to learn the language of an animal nor does it allow the animal to actually speak, this technique simply takes barks, hisses and other forms of animal noises and translates them into versions that the user is able to completely understand in their head and in turn do the same to animals the user speaks to. Lasts 5 posts with a 2 round cool.

This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)

Canon/Custom: Canon Rank: C Type: Offensive Element: Suiton Range: All Ranges (30 meters) Specialty: Ninjutsu Duration: 1 post Cooldown: 4 posts Chakra: 20 Description: The user kneads chakra, and converts it into water, and then spits it out in the form of condensed balls. The high-speed water ball attack that could cause bruised bones and potentially torn muscles. While this is a water release technique, it can still be employed someplace where no water is available, which is a great advantage. It is also possible to increase the power of destruction of the spheres themselves by building up the chakra inside of them. By taking advantage of gravity, the bullets can brutally increase in power. Each about the size of a softball, shooting at a speed of 45 mph. The size and ammount of orbs depends on the ammount of chakra used. The changes are as follows: Base Chakra cost: 5 Softball size orbs Chakra +5: 10 orange sized orbs Chakra +10: 15 marble sized orbs
Note: The increase in chakra DOES NOT add more orbs just splits the bigger orbs into smaller ones. Also this change in size occurs during the molding of chakra, thus the size and amount of orbs does not change once the orbs have formed.

Cooldown: 5 post Description: After forming a string of handseals the shinobi forms a thick dark storm cloud above the intended area. This cloud hovers about 40ft high and is around 5m in diameter. At the will of the shinobi the cloud can fire lightning bolts and provide heavy rain for the shinobi. It has minor electromagnetic properties, so if a metal projectile is thrown its trajectory will be pulled slightly upwards. With this being a storm cloud Fuuton attacks of C Rank or higher can dispel the cloud.

1) Ran'un: Considering the potential damage this technique can cause, as well as the advanced level of control it requires, it is not a D-rank technique. Please increase it to C-rank.
2) Teppōdama: This technique is not Water Release. Water Release is advanced control over the Suiton affinity. Please change the element to just Suiton. Also, this technique cannot gurantee damage. Rewrite the last portion of the technique's description hypothetically. The description also states that Shinro is able to increase the damage and the number of balls of water by increasing his chakra output. If this is the case, then this technique is going to cost more chakra than the conventional C-rank technique. Assuming that this technique initially fires 5 balls of water, it should cost Shinro 5 extra chakra points for every time it increases by 5 (ex. 10 balls of water = 5 extra chakra points; 20 balls of water = 10).
3) Starch Syrup Capture Field: Since this is a Water Release technique, you cannot have it. To reitorate, Water Release is advanced control over Suiton. In order for you to have it, Suiton must be your primary and ONLY element. The only exception to this in the Naruto series was the Mizukage, Mei - and she was a very rare exception.
Please make the changes I mentioned, and you'll be good to go.
2) The only problem i have is that in the Teppōdama jutsu, you arn't actual gaining more bullets. Instead you are simply splitting the bigger ones into smaller ones. Tho i do agree that there should be a chakra cost for doing so. I have applied change to Element and added chakra cost for splitting as well as changing the damages from will to could
