Village News
The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: The Kurikara is nothing particularly special regarding it's appearance. It has a hard blue-tinted saya that is presumably made out of some kind of metal alloy, allowing for more versatile use if the user was unable to draw the blade immediately. The sageo is tied decoratively around the saya and knotted at the top. The saya's collar is plated with metal and secures the blade when sheathed. The blade itself is within the standard length range of a katana and measures in at 69cm (approx. 27.5in) while the tsuka measures about 28cm (approx. 11.1in). The blade's tsuba is also metal, though it is not circular like most traditional blades, which is the only notable difference between this blade and others. Though it does not offer the same amount of protection, this tsuba is made from a thicker metal and allows for more versatile blocking that would have otherwise been ill-advised with a traditional katana's weaker tsuba. The hamon is also very decorative, giving the impression that this blade was forged and tempered with great care. The weapon is not particularly heavy and weighs 2.8kg (approx. 6lbs)

When drawn, the Kurikara glows a bright white and emits blue flames from the blade. A small yet intricate fūinjutsu seal appears etched into the blade just below the habaki, though it is not immediately visible.

Abilities: The Kurikara has two main abilities. The first ability is, that when drawn, a seal on the blade and inside of the saya are activated. These seals coat the blade in blue flames, while the blade itself begins to glow bright white. The blue flames are very hot and burn hotter than most natural gas flames, reaching temperatures of 1950°C (approximately 3550 °F) which makes physical contact with the blade not only very painful, but also very discouraging. The flames on the blade are equal to the weapon's ranking, S Rank, and will inflict corresponding damage. The blade is forged from a special chakra conducting metal that allows for the blade to reach these temperatures without compromising the strength of the metal (-40 chakra per post after 4 post duration). This chakra also reinforces the blade itself, allowing for it to be used to block attacks that would otherwise not be advisable to block with a katana.

The second ability is that, when drawn, the user will be coated in the same blue flames that the blade wears, though the user themselves will not be harmed. These flames, in terms of damaging capabilities, are considered A Rank and will inflict corresponding damage upon those not wielding the Kurikara. However, the user can keep the flames from burning an individual if needed to prevent the event of friendly fire, but this particular ability is difficult to train and attain. The blade was forged by the Nii'gata's ancestors, and as such, the user enters a much more drastic physical change if they are of Nii'gata descent. The user's ears will grow more impish and demonic, becoming longer and more pointed. Their iris and pupil become slightly distorted as well, and this distortion intensifies the longer the user wields the blade. It is very easy to become consumed by the blade if the user's intention for drawing it is not clear and strong, which makes abusing the blade nearly impossible. For inexperienced wielders, they can easily become a liability due to their lack of knowledge and drive for using the blade, though even experienced users can become conflicted or lose themselves to emotion.

History: The Kurikara was a blade forged by the Nii'gata clan and was held within the catacombs beneath the temple that sat upon the highest mountain in their land, Mount Iki.  The blade had rested there for hundreds of years, well before any of the living member's times. When Rin Nii'gata was both banished and exiled from the clan, he traveled to the top of Mount Iki before leaving and traversed the expansive catacombs. He stole the blade out of spite and has since traveled with it, yet he has not drawn the blade a single time due to his fears of the legend and rumours behind the blade and it's abilities. The Nii'gata believe that if the blade is drawn without purpose that the flames will consume them and walk in their skin. This is partially correct, as the blade's flames will invoke particularly strong emotions which become difficult to control if the user doesn't have a clear goal.

^ This chakra drain needs to be higher than 10 per post. It is an S-rank, so it needs to be considerable. If the flames are S-rank in strength, then it will require at least 40 chakra per post to keep it from affecting the metal. I would also say that this ability would need to have a duration of 4 posts before it would begin to affect the metal, unless you expend 40 chakra every post afterward.

The second ability also needs a duration, as well as a drain though I can let it slide for 20 chakra per post. You also need to state drawbacks (very notable) for utilizing these two abilities. You also need to state that the second ability will have to be unlocked at the rank of Special Jounin at least because it would be extremely difficult to have the skill to keep yourself from being consumed by the blade.

The two abilities are jointed, as one can't be done without the other. When the blade is unsheathed, both the user and the sword are covered in the flames. The two effects aren't really separate things that the user can activate or deactivate on their own. The duration for the second effect would be for however long the user has chakra, as it would be the same drain as the main effect. In addition to that, the very notable drawback is that it would be that draining to use.

Also, I disagree with you when you say that the ability would require any kind of "unlocking". It's not a skill based ability, nor does it have anything to do regarding rank. It's entirely up to the user's drive and goal to decide whether or not the blade would consume them, and those aren't things exclusive to skill or rank. The mention of "experience" means how much the user knows about the blade and how experienced they are with it's effects. If somebody doesn't know that the blade needs a proper goal to be used effectively, then they don't have the experience with it. That's not really something that, in my opinion, should be governed by rank.

I've increased the chakra cost to 40 and added on the information about the 4 post duration.
