The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.

EDIT: Also, do not add this to the clan page, there is a rule that states jutsu on the clan page do not need to be paid for with Ryo and trained for and whatnot... instead, Eden and I worked something out that will work just as well and avoid breaking/twisting/bending that rule.

No you should make it take time. to expand the length of something from whatever it was to its max extention of 10ft is very life threatening. Its pretty much undodgeable

which is a problem because essentially you cant be touched, but thats something for later right now this is the issue in front of me.Give it a 20 seconds or something, cause otherwise its almost an instant kill. I say this because i can use it to instant kill without abusing the technique if the speed was instant. This shouldn't be a problem unless you intended on using extension to insta-kill people.

That is why there is a range in place. Beyond the specified distance, the bones cannot expand. 20 seconds would make the jutsu completely and utterly pointless.
EDIT: I can even lower the range to 10 meters, but I NEED the speed for this jutsu to carry any use at all.
It should take 3 seconds to reach the intended expansion then, regardless of if you expand 10ft or 1ft. I mean you already knew that you have to lower the range. Its a C rank and you're trying to range 90 ft with it. I already told you 10 everything. 10 ft expansion and 10m range, even then i give you a 30ft range to what you can expand. Expansion however is 10ft , and no more than that. The delay is important because you yourself know that instantaneous is too much. The only time i see instantaneous to ever be ok is during transformation , substitution or whatever. Lets create a scenerio, shall we?
If you and i were to get into a confrontation and you draw a bone sword. I stand even 8 ft infront of you, which is actually fair range for most fights. You use this technique that doesnt require hand seals on that bone sword. Lets say your bone sword was facing my direction and its like 2 ft long. It will go from 2ft to 12ft instantaneously. Tell me know what time will i have to dodge? No one here can dodge at an instantaneous rate, unless one sees this coming and even so they will most likely be too slow. End result that sword will go right through my head by a good two feet before i can even blink. God forbid you use this technique on some of your bone forests.

Point taken, 3 seconds I can settle for. (Though I was intending to use this in a COMPLETELY different way, thanks for the additional idea :D ) And I didn't already know I'd have to decrease the range, to be completely honest, I am used to RPing in an environment where the power scale is on a completely different level than this one. Kage are generally as powerful as Tobirama, 3rd Raikage, etc. so playing on this "weaker" scale is a new thing for me.
Oh, and one more thing: Unless someone were to create the jutsu for my variant, my variant of the Kaguya are incapable of producing the dreaded Bone Forest. I see it as a jutsu far too powerful and to a MUCH larger scale than what makes sense... as a result, my variant's equivalent to the Dance of the Seedling Fern (Bone Forest) is on a much, MUCH smaller scale.
