The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: Kazeshini takes the form of two Kusarigama-like weapons, each with two scythe blades, with one inverted, giving it the resemblance of a pinwheel. The blades are connected to a spiked rod tethered together by two connected chain. This weapon is standard High Carbon Steel. Each chain is 3 foot long and clipped together, but can 'extend' using a special method. Each blade is around 2 ft off of the rod.
Abilities: Kazeshini can be swung by its chains in large circles, allowing the bladed portion to spin like a fan. Kazeshini can also be used for entangling an opponent's sword, or other weapons; It can even immobilize opponents. He uses them as projectiles and controls them at range by moving its chains, making Kazeshini's paths seemingly unpredictable. Kazeshini's chains are around 3 foot long normally(6 foot total when clipped together), but when chakra is focused into it, the chains can seem to extend by a string of chakra holding the chains together and stretching out when the ability is activated(Costs 10 chakra). This ability lasts 8 posts and has a cooldown of three, This ranges anywhere from its normal length to 30 ft. When the chakra is withdrawn, the chain returns to normal length. The chain requires B-rank level taijutsu to break.
History: These weapons, being rather exotic, required that Suikona custom order them from a blacksmith working in the country side. After giving him his hand-drawn designs, the blacksmith set to work, finishing them in only a couple weeks.

Officially, how long is the chain, how ling are the blades, and when you say, fan, are you comparing it to the rotation of a helicopter, bc if so, how do you prevent the blades from hitting you in the head while spinning? Or, are you saying there is a mechanism at the blades that allows them to spin while you hold the staff area of the weapon?
Changed nearly everything about the chain. And by spinning, I mean that when he throws it, it spins like a disk/fan. It doesn't spin or anything of the sort in his hand.
Ok, the chain part will have to be adjusted if your using chakra to extend it. It would have to be two separate chains with the ability to hold them together with chakra. If your holding a single chain that has two weapons connected to it, you wont be able to extend the substance unless you are in Takeshi's clan.
Edited. Each weapon has its own 3 foot long chain. In order to extend it, Suikona must focus into it and hold the chains together with a string of chakra. In order to hold them together normally, the chains clip together. He must unclip them to preform the extension ability, also.
Ok, make that very clear in the description and edit it into the description. I'd say making chakra extension is probably D Rank. So ten chakra for the extension initially, but it can last for 8 posts. Coolsown of maybe 3, since its not a,malicious ability, but rather an enhancement.

Well, they're just steel chains. It'd take the normal breaking force of a steel chain to do so. Which, a non-alloy 3/16" chain would take 800 pounds. This one, as stated being a High Carbon Steel, would take 1600 easily. I'd call 1000 fair, though, wouldn't you say?
And the chakra chain would be just as tangible, though probably not as hard to break.
Since B-rank is considered bone breaking, and a steel chain is incredibly stronger than any bone in your body... I would assume it would be really difficult to break out of the chains regardless of your rank, but it'd be either B or A. What do you think is better?
Well, this is anime, so you have to remember, we are all a bit more powerful than just a regular human body. For price purposes, a B Rank would help you on price.
