Village News
The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Bunshin No Jutsu

Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down.


Name: Kawarimi no Jutsu No Jutsu

Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.

Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.

Description: Handseals. After the completion of handseals, Andeddo coats his body in chakra, using it to gather and build up winds, which extend to approximately 5 feet off of his body. These winds move at around 40 mph. They become visible, tinted gray, and take the form of wolves. There are five wolves of wind, which will attack any opponent, one per post, for five posts, slashing with their claws, or biting, multiple times. They don't do much damage with their claws, about an centimeter deep cut, but their biting can rend deep holes in the flesh, or tear out chunks of it. The wind wolves are howling the entire time. Not only do these wolves attack, but they can deflect attacks from Andeddo, so long as one of them vanishes after wards. They can block a D rank by themselves, a C rank with two, B rank with three, A rank with all four. They can only block ninjutsu of the Raiton element, and Katon passes through them completely unhindered, B rank or higher actually destroys the wolves. They can not fully stop any S rank Jutsu, but they can weaken it. Lasts for five posts, eight post cooldown.

Description: No Handseals. The user's blade becomes coated in electricity, and they dash at the opponent, with their blade in any position. While utilizing this jutsu their speed is multiplied by two, meaning their slashes become significantly faster. The lightning is powerful enough to shock the entire body, even causing Eschar-like burns. 5 Post Cooldown. Eschar like burns is when the skin blackens from the shock. It would limit the movement of the area that was hit, by 1/4. The area that is covered is the size of the average male's forearm.

Name: Shunshin no Jutsu (Body Flicker Technique)

Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)

Name: Sudden Plunge

Range: Directly over opponent, within 15 meters of user
Description: Charge up equal to handseal requirement. After the completion of the charge up some of the moisture in the air, and ground, is collected in the air directly above the opponent. It then forms into a liquid form, and drops directly onto them. This technique is used more as a set up for other jutsu, doing no damage on it's own. Though it does daze whoever it hits, due to them being hit over the head with about eight pounds of water. The water moves at 20 mph, and starts five feet above the person targeted. Any C rank jutsu designed to block or defend, as well as a powerful enough Katon which could evaporate the water in a rapid fashion can defeat this technique. Cooldown of a post. This jutsu can be used simultaneously with Sullen Swell, 10 Fathoms Deep, and On the Road to Hell. Though this requires a four post charge up. Each then going on their own separate cooldowns.



C RANK

Name: 5-Ten kaminari kēji

Range: Medium
Description: Requires handseals. After the completion of handseals the users fingertips on one hand glow with electrical current. Each finger fires off a small bolt of lightning, each striking a different object. That object is than coated in electricity, even if it is not a conductive material, which does nothing more than jolt an opponent on contact. When five objects have been chosen, they become linked by electricity, which creates a cage around a person, or persons, trapping them within. The shock is about as strong as a tazer, and the cage itself about a cattle prod in strength. The objects making the cage can be a minimum of a meter apart, and a maximum of ten meters. The cage only lasts for five posts, with a four post cooldown.

Description: Charge time equal to handseals. After the completion of charge up the users limbs, both arms and legs, become coated in water and chakra. This diminishes any attack in those areas, reducing their damage by 25%, but increasing all Doton based attacks by 25%. This coating lasts for three posts, with a five post cooldown.

Name: Sullen Swell

Range: Directly around the opponent, within 15 meters of user
Description: Requires charge up equal to handseal requirement. After the completion of charge up moisture from the ground and air surrounding the opponent And condense into liquid form, creating small waves that hammer the opponent, hitting them repeatedly from all sides, reducing their movement speed by 25%. This jutsu also set them off balance, removing their center of gravity. The waves do minimal damage, though the repetitive smacking will hurt, and can cause bruising. Th waves gradually get larger, but n damaeg increase, though they are harder to avoid, and easier to set someone off balance. These waves last for two posts, with a three post cooldown. This jutsu can be used simultaneously with Sudden Plunge, 10 Fathoms Deep, and On the Road to Hell. Though this require a four post charge up. Each then going on their own separate cooldowns.

Name: 10 Fathoms Deep

Type: Ninjutsu
Range: Directly over user and opponent, fifteen foot radius.
Description: Requires charge up equal to handseal requirement. After charge up is complete water quickly pours from the ground upwards, forming a cylinder of water around the user and opponent. Then as quickly as it forms upwards, it fills in. In moments the center of the cylinder is flooded, leaving both the user, and opponent, under the surface, stuck at the bottom. This jutsu removes all buoyancy from an object, making everything in it sink. It stretches for ten Fathoms worth of water upwards. This jutsu can drown both the user, and opponent, so it is a double edged sword, though the user can move 1.5x as fast as before, while the opponent only moves at half their prior speed. All the water is infused with The users chakra, making it push them through it, with a type of artificial current, that moves where the users wilsl it to. This lasts for four posts, with a six post cooldown. This jutsu can be used simultaneously with Sudden Plunge, Sullen Swell, and On the Road to Hell. Though this requires a four post charge up. Each then going on their own separate cooldowns.

B RANK

Name: U~indou~oka

Description: Handseals. After the completion of handseals the user's feet become coated in wind chakra, allowing them to walk on air. They still move as quickly as they woul normally walk, or run, while on the ground, and speed enhancing jutsu work the same as normal. They can go up to fifteen meters in the air, and are able to stop completely. Once activated this jutsu lasts for fifteen posts, with a five post cooldown.

Range: Varies depending on object launched, but anywhere between 1-45 yards
Description: Charge time equal to handsseal requirement. During the charge up the user of this technique must be holding a metallic object in their hand, the large the better. This object is magnetically charged, and fired from the hand, going at around 75 mph. It can be devastating to be hit by, dealing mass amounts of damage, based on the size of the object. If the object is no large than a dime it won't do to much, maybe pierce into the body, or object it struck, about a centimeter. Something say the size of a brick would have enough force to crack ribs, break bones, and possibly to break down weak walls, or rotting trees, or other such weak structures. This technique has a four post cooldown.

Name: On the Road to Hell

Type: Ninjutsu
Range: Two feet in front of the opponent, within 15 meters of user.
Description: Requires charge up equal to handseal requirements. This jutsu requires a pre existing body of water, either natural, or created by a another jutsu. After charge up, The water begins to spin, forming a point, creating a drill, which digs deep into the ground, dragging any opponents caught within it. It digs down incredibly deep, over two posts, going at minimum 15 meters, increasing with the amount of water, for a maximum of 50 meters. Every extra 5 meters requires another post of drilling. This drill spins at fifty mph, has a max diameter of 20 yards, with a force varying between 40-75 PSI. This jutsu has a ten post cooldown. This jutsu can be used simultaneously with Sudden Plunge, Sullen Swell, and 10 Fathoms Deep. Though this requires a four post charge up, and this technique will only drill 25 meters max, in two posts. Each jutsu then goes on their own separate cooldowns.

Name: Fenrir, God of Wolves
Canon/Custom: Custom

Range: Self-Medium
Description: No handseals, no charge time. This jutsu is automatically activated the post after Orufu Uzu ends. Andeddo must speak the words “I call upon thee, God of Wolves!” Then four bolts of lightning strike around him, directly in front, behind and to either side of him. He is than coated in lightning, and it forms into a ten foot high, fifteen foot long wolf, Fenrir. This wolf is made entirely of lightning, and follows mental commands from Andeddo. It's a form, that shrouds over him, it will never move off of him, and is always centered above him. It is conected to Andeddo by small bolts of lightning, which is what allows him to make it move or attack, sending electronic signals through these bolts. It can fire off bolts of lightning from itself at opponents, moving at around 200mph, that will pierce to, but not through, bone. It can also attack with it's lightning claws, which can cut through a foot of solid rock. It can 'eat' people, causing them to be covered in second degree burns, and their muscles will be cramped to the point of them being unable to move, for a post, should they not have been knocked unconscious from the pain. If someone is only partially bitten they receive the burns to that part of their body, but have no fear of passing out, where as if they are completely "swallowed" they receive burns over their entire body, and can possibly pass out. The lightening bolt needs one post cooldown between use, the eating has a two post cooldown. The wolf lasts for eight posts, and can only be used once for an entire topic.

S-RANK

Name: Arekuruu-go
Canon/Custom: Custom

Type: Ninjutsu
Range: 0-0.5 miles
Description: Requires handseals. After the completion of handseals the user releases the built up chakra into the air, either making clouds, or using preexisting ones. These clouds then form into a massive typhoon, covering half a mile in every direction from the center. From this typhoon winds emit, blowing at maximum 200mph, these winds are strong enough to blow buildings apart, and send people flying. Also rain pours down, combined with the speed and force of the wind, the rain is powerful enough to lacerate flesh. Bolts of lightning are also common place, striking down randomly throughout the entire distance of the technique. The entirety of this is under complete control by the user, meaning that they can increase/decrease the wind speed by 20mph per post, until the max is hit, or until the winds hit 0mph, the user is also completely immune to the wind, make more or less rain increasing the amount of cuts both the user and any one else receives, though the rains will not completely stop, and will always have at least a trickle, except for the lightning. This lasts for ten posts, and can only be used once a topic.
